On the afternoon of August 26, 2026, Director Cai Bingxiang of the Pharmaceutical Administration Bureau of the Macao Special Administrative Region Government led a delegation to visit the Guangdong Biomedical Innovation Technology Association, and the two sides held an exchange symposium in Guangzhou. Deputy Director Wu Guoliang of the Macao Pharmaceutical Administration Bureau, Director Lin Fucong of the Traditional Chinese Medicine Division, and Senior Consultant Pharmacist Li Jun of the Drug Inspection Department accompanied the visit. Zhu Shaoxuan, Party Branch Secretary of the Association, Wang Tingchun, Vice President and Secretary-General, Zhou Jie, Deputy Secretary-General, as well as member enterprise representatives Liu Liping, Chairman of Shenzhen JunShengTai Biotechnology Co., Ltd., Zhai Liutao, Deputy General Manager of Guangzhou Dabo Biotechnology Co., Ltd., and Liu Tianyu, Head of Overseas Operations of Shenzhen JunShengTai Biotechnology Co., Ltd., attended the symposium.

At the symposium, Secretary Zhu Shaoxuan welcomed Director Cai Bingxiang and his delegation and introduced the development overview of the Association. She pointed out that since its establishment in 2015 under the guidance of the Guangdong Provincial Medical Products Administration, the Association has always been in sync with the development of Guangdong's biomedical industry. At present, the Association has gathered 212 member units covering the entire industry chain. In the past five years, the number of Class I new drugs approved by member enterprises accounted for 77.3% of the province, and Class II new drugs accounted for 90.3%, making it an important force in Guangdong's biomedical innovation. She stated that as the construction of the Guangdong-Hong Kong-Macao Greater Bay Area advances in depth, the Association will continue to play its role as a bridge, actively promote complementary industrial advantages and efficient integration of innovation resources between Guangdong and Macao, and help the coordinated development of the biomedical industry in the Greater Bay Area.
Director Cai Bingxiang introduced the functional positioning of the Macao Pharmaceutical Administration Bureau and the development direction of Macao's big health industry. He stated that the Macao SAR Government is actively promoting the "1+4" strategy for moderately diversified economic development, listing the big health industry as a key development direction. The Macao Pharmaceutical Administration Bureau will continue to optimize the review and approval mechanism, enhance the accessibility of innovative drugs and medical devices while ensuring drug safety and efficacy, and welcome high-quality mainland pharmaceutical enterprises to expand into Portuguese-speaking countries and markets along the "Belt and Road" through the Macao platform.
The meeting conducted in-depth exchanges around four types of issues of concern to enterprises, releasing multiple positive signals:
Small-molecule innovative drugs: Macao has a special permit import system. Clinically urgently needed drugs can be supplied to specific patients through special import methods, realizing "treatment first, registration later." Research data issued by mainland GCP institutions that meet certification requirements are recognized, and no duplicate research is required.
Traditional Chinese medicine innovative drugs: The Association is promoting Kiang Wu Hospital to apply for a GCP base recognized by the National Medical Products Administration. There have been successful cases of hospital preparations from Guangdong Provincial Hospital of Traditional Chinese Medicine being transferred to Macao's Kiang Wu Hospital, opening a pioneering path for Guangdong-Macao traditional Chinese medicine cooperation.
Cell and gene therapy: Macao implements dual-track management, which can be advanced through two paths: drug registration or medical technology therapy. Clinical trial applications are free of charge, reducing R&D costs for enterprises.
In the enterprise exchange session, member enterprise representatives conducted in-depth discussions with the Macao Pharmaceutical Administration Bureau delegation on topics such as conditional approval and early use channels for innovative drugs in Macao, the applicability of NMPA clinical data for registration in Macao, the application for clinical trial approval of new traditional Chinese medicines in Macao and the implementation path of cross-border multi-center clinical trials, and the access conditions for cell and gene therapy products under the framework of Macao's "Private Medical Institution Business Law." Relevant responsible comrades of the Macao Pharmaceutical Administration Bureau responded one by one and provided detailed explanations on policy arrangements such as the special permit import system, traditional Chinese medicine registration regulations, and clinical trial application procedures.
After in-depth exchanges, the two sides reached preliminary consensus on the following cooperation directions:
Carry out industrial policy presentations. Jointly organize Macao drug registration policy presentation activities for Guangdong pharmaceutical enterprises, focusing on Macao's innovative drug registration regulations, the special permit import system, and the "Hong Kong and Macao Medicine and Device Connect" policy, helping mainland enterprises become familiar with and utilize Macao's registration channels.
Promote clinical trial collaboration. Promote the docking of clinical trial institutions between Guangdong and Macao, explore the establishment of a cross-border multi-center clinical trial cooperation mechanism, and promote mutual recognition of clinical data and scientific research collaboration.
Strengthen talent exchange and training. Continue to support Macao young pharmaceutical talents in internships and employment in Greater Bay Area enterprises, actively participate in Macao talent exchange projects, and reserve professional strength for industrial development in both places.
Establish a normalized liaison mechanism. Establish daily work liaison channels between the two sides, designate dedicated personnel for docking, and ensure efficient and smooth follow-up communication and coordination.
This symposium was the first time that the Director of the Macao Pharmaceutical Administration Bureau formally led a delegation to visit the Association. The two sides enhanced mutual understanding and established direct communication channels. In the next step, the Association will carefully sort out the results of the symposium, follow up on the implementation of various cooperation intentions, and continue to promote the exchange and cooperation of the Guangdong-Macao biomedical industry in a deeper and more practical manner.
